Safety equipment is the category every vessel manager intends to review and too often defers. Expiry dates pass unnoticed. Service intervals fall between maintenance cycles. And the belief that a serious incident will not happen to a well-run vessel is the most reliable way to ensure it does. This is the equipment that matters, what it does, and what to check.
Why Safety Equipment Deserves More Attention Than It Gets
There is a particular psychology at work when a vessel has never had a serious incident. Everything has worked. The crew is experienced. The vessel is well-maintained. These things create a confidence that can become complacency, and complacency is where safety failures originate.
The Gulf operating environment adds specific pressures. Extended offshore passages to the Musandam, across to Oman, or down to Qatar and Bahrain put vessels in areas where response times for search and rescue are longer than in coastal European waters. Summer heat accelerates the degradation of every piece of safety equipment on board. And the charter calendar creates pressure to get vessels back in service quickly after layup — which is exactly when safety equipment review gets deferred to next time.

Life Rafts: The Last Line of Defence
A life raft is the piece of safety equipment that exists for the scenario where everything else has failed. The vessel is sinking or on fire and cannot be saved. People need to get off and survive until rescue arrives. In that context, a raft that does not deploy correctly, does not inflate fully, or does not contain functional survival equipment is not a safety item — it is a false reassurance.
Life rafts must be serviced at the manufacturer’s specified interval — typically every one to three years depending on brand and certification type. During service, the raft is unpacked, inspected, re-packed with fresh survival equipment, and the CO₂ inflation cylinder is weighed against its rated charge. A raft that has not been serviced within its interval cannot be relied upon.
In Gulf conditions, heat is the specific concern. CO₂ cylinders in high ambient temperatures are subject to pressure changes that can cause micro-leaks over time. Packed raft fabric and components degrade faster in heat. The hydrostatic release — the mechanism that automatically deploys the raft if the vessel sinks — uses a water-soluble element that should be replaced on every service cycle regardless of apparent condition.

EPIRBs and PLBs: Sending the Right Signal
An EPIRB (Emergency Position Indicating Radio Beacon) transmits a distress signal on 406 MHz to the Cospas-Sarsat satellite system the moment it is activated. Rescue coordination centres receive the vessel’s registered identity and position within minutes. For any vessel operating offshore in Gulf waters, a properly registered and maintained EPIRB is not optional safety equipment. It is the mechanism that connects a vessel in distress to the people who can help.
The word ‘registered’ deserves emphasis. An EPIRB that has not been registered with the relevant authority, or whose registration details are out of date, causes immediate confusion when it activates. Rescue services are trying to identify the vessel, its home port, its flag state, and who to contact. An unregistered or incorrectly registered EPIRB introduces delay at exactly the moment when every minute matters.

PLBs (Personal Locator Beacons) are the individual equivalent of the vessel EPIRB. Every crew member on watch should have one, and any crew member operating the tender independently offshore should carry one. On a vessel where the tender runs evening guest transfers in remote anchorages, this is a material safety consideration, not a theoretical one.
Flares: What You Have and When It Expires
Pyrotechnic flares have expiry dates because the chemical composition that produces the burn degrades over time. A flare past its expiry may ignite, may not ignite, or may not burn at the rated intensity. In a search and rescue situation, a flare that fails to perform as expected can be the difference between being found and not being found.
In most flag state regulations, expired flares do not count toward the vessel’s required pyrotechnic inventory. This means a vessel carrying six flares — three in date and three expired — may be considered non-compliant during a port state inspection. More practically, it means the crew does not have the distress signalling capability they think they have.

Fire Suppression: Fixed and Portable Systems
Fire is statistically the most dangerous emergency on a vessel — more likely to result in loss of the vessel and injury to crew and guests than sinking or collision. The combination of fuel, electrical systems, gas installations, and cooking equipment creates multiple ignition risk points that are present on every vessel, every day.
Engine room fixed suppression Fixed fire suppression systems in engine rooms — typically CO₂, FM-200, or Novec 1230 systems — must be serviced at the manufacturer’s specified interval. The critical check is cylinder weight: a cylinder that has lost charge through micro-leakage will not deliver full suppression in an engine room fire. The service record should show the cylinder weight from the most recent service, and this should be verified against the rated charge.
In Gulf summer heat, ambient temperatures in an engine room can reach extreme levels. Any suppression system that uses a heat-activated trigger should have its trigger temperature verified against the ambient conditions the engine room reaches in summer operation. A trigger set for temperate climates may activate prematurely in a Gulf engine room, discharging the system unnecessarily.
Portable fire extinguishers Portable extinguishers should be correctly charged — check the pressure gauge — within their service date, and mounted accessibly in every risk area: galley, engine room access, helm station, and each sleeping cabin. In Gulf conditions, extinguisher cylinder pressure varies significantly with temperature. Check gauges when the vessel is at operating temperature, not in the cool of the early morning when readings may appear normal but will increase substantially when the vessel heats up.
Personal Safety: Lifejackets, Harnesses, and Jacklines
Personal safety equipment is the category most often found in technically acceptable condition but rendered ineffective by the way it is stored or the way crew are trained to use it. A lifejacket in the forward cabin storage is not accessible to a crew member going overboard from the aft deck at night. A harness that has never been fitted to the person who will wear it in an emergency provides psychological reassurance rather than actual safety.
Lifejackets One per person on board, correctly sized, serviced within the manufacturer’s interval with auto-inflation mechanisms checked and armed. On a charter vessel, guest lifejackets should be available in a range of sizes and briefed at embarkation — not handed out for the first time in an emergency. Infant and child lifejackets should be available if the vessel carries young guests. The briefing should include how to don the jacket and how to activate the inflation mechanism.
Safety harnesses and tethers Correctly sized for each crew member. Tethers in good condition with snap hooks that open and close cleanly — hooks that are stiff or sticky will not be used when they should be. Tethers with dual clips — allowing a clip-in before unclipping the previous position — are the correct standard for any offshore passage. Harnesses and tethers should be stowed accessibly near companionways and deck access points, not locked in a locker that requires a key.
Jacklines and jackline condition Jacklines should be rigged or ready to rig on any offshore passage. Webbing jacklines degrade with UV exposure, and in Gulf conditions this happens faster than in temperate climates. Jackline webbing should be inspected annually and replaced every two to three seasons regardless of visual appearance. A jackline that has spent three Gulf summers in direct sun has lost structural integrity that is not visible from the outside.
Communication Equipment and the Safety Chain
Safety equipment does not function in isolation. A life raft that deploys correctly, flares that burn as rated, and an EPIRB that transmits accurately are all necessary links in a chain that runs from incident to rescue. VHF radio is the link that connects the vessel in distress to the rescue coordination infrastructure.
VHF Channel 16 is the primary distress and calling channel in Gulf waters, monitored by the UAE Coast Guard, Oman Maritime Security Centre, and passing vessels. The DSC (Digital Selective Calling) function on any fixed VHF should be programmed with the vessel’s MMSI number and tested regularly. A DSC distress call transmits the vessel’s identity and GPS position to all DSC-equipped stations within range simultaneously — far faster and more reliable than a voice distress call.
A handheld VHF should be included in the vessel’s abandon-ship grab bag, fully charged and programmed with the vessel’s MMSI. The grab bag is the package that goes with the crew if they have to leave the vessel in an emergency. Its contents should be reviewed, refreshed, and its location made known to every crew member at the start of every charter.

The Annual Safety Audit
All of the above comes together in a single structured practice: the annual safety audit. This is a systematic walk through every safety equipment category on the vessel, confirming service dates, verifying condition, replacing what has expired, and recording the outcome. It does not require a third party to conduct. A competent captain or chief officer can complete it thoroughly in a day.
What it requires is that it actually happens, on a fixed date, every year without exception. Pre-season in the Gulf is the natural moment — before the vessel returns to active charter operation, before guests board. Every piece of safety equipment should be physically checked and handled, not reviewed on a spreadsheet from the previous year.
The distinction matters because equipment condition changes between audits in ways that a spreadsheet does not capture. A hydrostatic release that was within date last year may have degraded in the heat. A flare canister that was sealed correctly may have been disturbed during a deep locker clean. A harness that was inspected may have been used by a crew member and returned with a damaged buckle. The only way to know the vessel is safe is to look at it, handle it, and confirm it with fresh eyes.
